About Catherine A. Connelly


Catherine A. Connelly is a seasoned Federal Prosecutor with the U.S. Department of Justice, providing legal expertise on complex criminal cases across the nation. With over 32 years of legal experience, she has served in some of the most trusted legal and policy advisory roles in the federal government.


Catherine currently acts as a Department of War liaison and delivers strategic legal, and policy guidance on national defense and intelligence issues concerning The Public Intelligence Project.


She also serves as Agency Head of the Public Intelligence Project, a sub agency of the CIA Labs, and a interagency intelligence, and legal operations task force involving the Department of War, Department of Justice, CIA Labs, and other critical agencies and law enforcement departments.


Catherine earned her B.A. from the University of Missouri in 1989 and has been a licensed legal professional for 32 years, bringing both depth and integrity to every case and role she undertakes.

Deputy Director, Public Intelligence Project – CIA Labs


Christopher L. Fitzgerald has served in critical investigative, and intelligence roles within the United States Government for over two decades. With a career beginning in 2004, Mr. Fitzgerald has contributed to national security efforts through sustained service at the Department of Justice (DOJ), the Central Intelligence Agency (CIA), and the Defense Intelligence Agency (DIA)


Department of Justice (Washington DC)


Investigator | Deputy by Appointment | Community Liaison 2004–2005; 2010–Present


Mr. Fitzgerald began his federal service with the Department of Justice in 2004, where he conducted a wide range of sensitive operations and held several key positions. His responsibilities have included:


  • Undercover investigations into drug trafficking, white-collar crime, and government corruption
  • Intelligence gathering in support of federal, and interagency operations
  • Community liaison efforts to strengthen public engagement, and intergovernmental coordination
  • Deputy-level duties by appointment, contributing to DOJ operational oversight and field support


Central Intelligence Agency / Defense Intelligence Agency


Senior Intelligence Officer 2010–Present


Since 2010, Mr. Fitzgerald has served in dual roles with the Central Intelligence Agency, and the Defense Intelligence Agency, focusing on classified operations, program development, and interagency coordination. His responsibilities have included:


  • Leading public intelligence-gathering assignments and surveillance program oversight
  • Coordinating classified intelligence activities across multiple federal entities
  • Developing and managing community-based intelligence networks
  • Collaborating with the Department of War and Defense Intelligence Agency on operational planning and execution
  • Authoring and managing classified intelligence reports
  • Overseeing covert operations and the development of classified coding, and communications infrastructure


Leadership and Advisory Roles


Mr. Fitzgerald continues to provide strategic leadership and advisory support across key national intelligence initiatives. He currently serves in the following capacities:


  • Founding Senior Adviser, Public Intelligence Project
  • Deputy Director, Public Intelligence Project – CIA Labs
  • Senior Intelligence Officer, CIA Labs
  • Senior Adviser to the Inspector General of the CIA
  • Senior Military Officer Adviser, United States Department of War


Throughout his career, Christopher L. Fitzgerald has consistently demonstrated leadership in the advancement of classified intelligence programs, operational coordination, and national security strategy. His continued service reflects a deep commitment to the safety, integrity, and intelligence capabilities of the United States.
